“Mulumba Kazigo and his siblings experienced decades of physical and emotional abuse at the hands of their father, Dr. Joseph Kazigo. In 2005, after being beaten for forgetting to mow the lawn, Mulumba learned that his mother, too, was a victim of Dr. Kazigo’s sadistic and ritualistic conduct. Two days later – and under extreme emotional distress – Mulumba killed his father. The Domestic Violence Survivors Justice Act was written to help survivors of abuse like Mulumba Kazigo, who are imprisoned for protecting themselves. Given the overwhelming evidence of sustained abuse, and that the abuse was a contributing factor to the killing of his father, we recommend that he be resentenced and released.”
